I have just bought another 28l aquarium , sand and cloudy water!?

i have just bought another 28l aquarium , i have but 4kg of sand in , i have equipped the tank with an internal filter with a sprinkler bar aimed towards the nearest glass face to minimise disturbance to water , it also has an air pad and an air stone , aswell as lighting etc i have two plants in ceramic rings (i havent put them into the aquarium yet thou , my question is how long should the water take to clear , should i have any of the equipment on , ie bubbles or filter until the water clears , should i put the plants in even thou water not clear ? (the sand was washed several times before placing in tank , and the water has been treated with both tetra aqua safe and tetra aqua easy balance .
